Artist: Probably 五十嵐 華亭 (1780-1850) Ikarashi Katei

     Ikarashi Katei was the heir to Igarashi Nagato-no-kami Masanori 五十嵐長門守正乗, a Shinto priest of Hachiman Shrine. His given name was Sagami 相模 (no Kami 守), Kageyu 勘解由. His common name was Nagato 長門. He also had the pen name Katei Goko 華亭呉香.
